Update Workflow MCP Server

Rename, re-describe, or change the public visibility of a published MCP server. Merge-patch shaped: an omitted key is unchanged and description: null clears the description. Publishing and unpublishing the workflows it serves are separate operations on its tools sub-resource. A workspace API key is rejected with 403; use a personal API key.
