Unpublish Workflow MCP Tool

Remove a workflow from an MCP server. Addressed by workflow rather than by tool identifier, because a server carries at most one live tool per workflow. The workflow's own deployment is untouched. A workspace API key is rejected with 403; use a personal API key.
