Restore Table

Un-archive a table a DELETE archived, along with the rows, views, and workflow groups archived with it. Find archived tables with scope=archived on the table list. Idempotent: a table that is already active is returned unchanged with no audit entry recorded, so a retry after a dropped response cannot look like a failure. A name collision is resolved by renaming, so the restored table may come back under a different name.
